This essay warns of eroding accountability in computerized societies. It argues that assumptions about computing and features of situations in which computers are produced create barriers to accountability. Drawing on philosophical analyses of moral blame and responsibility, four barriers are identified: 1) the problem of many hands, 2) the problem of bugs, 3) blaming the computer, and 4) software ownership without liability. The paper concludes with ideas on how to reverse this trend.

This paper proposes that mammals exhibit three primary emotion categories for mating and reproduction: (1) the sex drive, or lust, characterized by the craving for sexual gratification; (2) attraction, characterized by increased energy and focused attention on one or more potential mates, accompanied in humans by feelings of exhilaration, “intrusive thinking” about a mate, and the craving for emotional union with this mate or potential mate; and (3) attachment, characterized by the maintenance of close social contact in mammals, accompanied in (...) humans by feelings of calm, comfort, and emotional union with a mate. Each emotion category is associated with a discrete constellation of neural correlates, and each evolved to direct a specific aspect of reproduction. The sex drive is associated primarily with the estrogens and androgens; it evolved to motivate individuals to seek sexual union. The attraction system is associated primarily with the catecholamines; it evolved to facilitate mate choice, enabling individuals to focus their mating effort on preferred partners. The attachment system is associated primarily with the peptides, vasopressin, and oxytocin; it evolved to motivate individuals to engage in positive social behaviors and assume species-specific parental duties.During the evolution of the genus Homo, these emotion systems became increasingly independent of one another, a phenomenon that contributes to human mating flexibility and the wide range of contemporary human mating and reproductive strategies. Anthropocentrism, in its original connotation in environmental ethics, is the belief that value is human-centred and that all other beings are means to human ends. Environmentally -concerned authors have argued that anthropocentrism is ethically wrong and at the root of ecological crises. Some environmental ethicists argue, however, that critics of anthropocentrism are misguided or even misanthropic. They contend: first that criticism of anthropocentrism can be counterproductive and misleading by failing to distinguish between legitimate and illegitimate human interests. Second, that humans (...) differ greatly in their environmental impacts, and consequently, addressing human inequalities should be a precondition for environmental protection. Third, since ecosystems constitute the “life-support system” for humans, anthropocentrism can and should be a powerful motivation for environmental protection. Fourth, human self-love is not only natural but helpful as a starting point for loving others, including nonhumans. Herein we analyze such arguments, agreeing with parts of them while advancing four counter-arguments. First, redefining the term anthropocentrism seems to be an attempt to ignore behavior in which humans focus on themselves at the risk of the planet. Second, if addressing human inequalities is a precondition for environmental protection, biodiversity protection will remain out of the scope of ethical consideration for an indefinite period of time. Third, anthropocentric motivations can only make a positive contribution to the environment in situations where humans are conscious of a direct benefit to themselves. Fourth, ‘self-love’ alone is an inadequate basis for environmental concern and action. We also explore the question of agency, shared responsibility, and a fair attribution of blame for our environmental predicaments. (shrink)

The paper argues that actions should be thought of as processes and not events. A number of reasons are offered for thinking that the things that it is most plausible to suppose we are trying to cotton on to with the generic talk of ‘actions’ in which philosophy indulges cannot be events. A framework for thinking about the event-process distinction which can help us understand how we ought to think about the ontology of processes we need instead is then developed, (...) building on some excellent work already done by philosophers working at the intersection of philosophy and linguistics. Irigaray's insistence on sexual difference as the primary difference arises out of a phenomenological perception of nature. Drawing on Heidegger's insights into physis, she begins with his critique of the nature/culture binary. Both philosophers maintain that nature is not matter to be ordered by technical know-how; yet Irigaray reveals that although Heidegger distinguishes physis from techn in his work, his forgetting of the potentiality of matter, the maternal-feminine, and the two-fold essence of being as sexual difference means that his own (...) concept of physis can be understood as another techn. Focussing in particular upon Heidegger's interpretation of Aristotle's privileging of morphé over hylé as a description of presencing into appearance, I show that for Irigaray the movements of presencing and absencing emerge out of a metaphysics that does not take into account the fluidity, the mixtures and interpenetrations of a nature that is limited by fecundity not by death. Our oblivion to nature is the greatest danger, and thus attending to our embodied and hence sexuate nature holds the promise of a new age, since it is rooted in the possibilities of the flesh revealed through the cultivated perception of sexual difference. In this paper I argue that there is an urgent need for more empirical research into everyday experiences of living with datafication, something that has not been prioritised in the emerging field of data studies to date. As a result of this absence, the knowledge produced within data studies is not as aligned to the aims of data activism as it might be. Data activism seeks to challenge existing, unequal data power relations and to mobilise data in order to enhance (...) social justice, yet data studies has focused primarily on identifying the former and not on imagining the latter. To build a picture of what more just conditions of datafication might look like, I argue that it is important to take account of everyday experiences of datafication, of what people themselves say would enable them to live better with data and would constitute more just data arrangements, based on their experiences. I explore two possible approaches to this endeavour, both of which suggest the need for a vocabulary of emotions in researching everyday living with data. (shrink)

Stocks and flows are building blocks of dynamic systems: Stocks change through inflows and outflows, such as our bank balance changing with withdrawals and deposits, or atmospheric CO2 with absorptions and emissions. However, people make systematic errors when trying to infer the behavior of dynamic systems, termed SF failure, whose cognitive explanations are yet unknown. We argue that SF failure appears when people focus on specific system elements, rather than on the system structure and gestalt. Using a standard SF task, (...) SF failure decreased by a global as opposed to local task format; individual global as opposed to local processing styles; and global as opposed to local perceptual priming. These results converge toward local processing as an explanation for SF failure. We discuss theoretical and practical implications on the connections between the scope of attention and understanding of dynamic systems. (shrink)

This paper explores the ethical insights provided by Anne Truitt's minimalist sculptures, as viewed through the phenomenological lenses of Hannah Arendt's investigations into the co-constitution of reality and Maurice Merleau-Ponty's investigations into perception. Artworks in their material presence can lay out new ways of relating and perceiving. Truitt's works accomplish this task by revealing the interactive motion of our embodied relations and how material objects can actually help to ground our reality and hence human potentiality. Merleau-Ponty shows how our prereflective (...) bodies allow incompossible perceptions to coexist. Yet this same capacity of bodies to gather multiple perceptions together also lends itself to the illusion that we see from only one perspective. If an ethical perspective becomes reified into one position, it then becomes detached from reality, and the ethical potential is actually lost. At the same time, phenomenologically understood, the real world does not exist in terms of static matter, but is instead a web of contextual relations and meanings. An ethics that does not take embodied relations into account—that allows for only one perspective—ultimately loses its capacity for flexibility, and for being part of a common and shared reality. Problems with clinical research that create conflicts between doctors' therapeutic and research obligations may be fueled by a rigid view of science as determiner of truth, a heavy reliance on statistics, and certain features of randomized clinical trials. I suggest some creative, feminist approaches to such research and explore ways to provide choice for patients and to use values in directing both therapy and science - to enhance the effectiveness of each.

Artificially intelligent systems (AISs) are being created by software developing companies (SDCs) to influence clinical decision‐making. Historically, clinicians have led healthcare decision‐making, and the introduction of AISs makes SDCs novel actors in the clinical decision‐making space. Although these AISs are intended to influence a clinician's decision‐making, SDCs have been clear that clinicians are in fact the final decision‐makers in clinical care, and that AISs can only inform their decisions. As such, the default position is that clinicians should hold responsibility for (...) the outcomes of the use of AISs. This is not the case when an AIS has influenced a clinician's judgement and their subsequent decision. In this paper, we argue that this is an imbalanced and unjust position, and that careful thought needs to go into how personal moral responsibility for the use of AISs in clinical decision‐making should be attributed. This paper employs and examines the difference between prospective and retrospective responsibility and considers foreseeability as key in determining how personal moral responsibility can be justly attributed. This leads us to the view that moral responsibility for the outcomes of using AISs in healthcare ought to be shared by the clinical users and SDCs. (shrink)

As the author of A Metaphysics for Freedom (Oxford: Oxford University Press, 2012), I respond to each of the preceding eight papers in this Special Issue.

The paper attempts to explicate and justify the position I call `Agency Incompatibilism'- that is to say, the view that agency itself is incompatible with determinism. The most important part of this task is the characterisation of the conception of agency on which the position depends; for unless this is understood, the rationale for the position is likely to be missed. The paper accordingly proceeds by setting out the orthodox philosophical position concerning what it takes for agency to exist, before (...) going on to explain why and how that orthodoxy should be challenged. The relations between my own views and those of others writing on the issues of free will and moral responsibility, in three crucial and inter-connected areas are then explored. These are (1) the question how animals should figure in the philosophy of action; (2) the question what the lesson is of `Frankfurt-style' examples; and (3) the distinction between so-called `leeway' incompatibilism and `source' incompatibilism. The paper moves on to consider and respond to various objections to Agency Incompatibilism, including the claim that to embrace the conception of agency that makes incompatibilism plausible is to beg the question against the compatibilist, and also the worry that determinism is an empirical thesis which ought not to be straightforwardly falsifiable by such a priori reasoning as Agency Incompatibilism appears to involve. I also try to rebut the worry that Agency Incompatibilism is committed to the existence of an unintelligible and/or naturalistically impossible variety of irreducible agent causation. (shrink)

This is a review of William Hasker's 'The Emergent Self' (Ithaca: Cornell University Press, 2001).

Each of the three papers offers a different model for the role philosophers of science might play in consideration of the relations of science to society. These comments address common themes in the three papers, articulate further questions for each, and suggest some historical shifts that require different forms of philosophical engagement now than in the early part of the century.

The paper offers the outlines of a response to the often-made suggestion that it is impossible to see how indeterminism could possibly provide us with anything that we might want in the way of freedom, anything that could really amount to control, as opposed merely to an openness in the flow of reality that would constitute the injection of chance, or randomness, into the unfolding of the processes which underlie our activity. It is suggested that the best first move for (...) the libertarian is to make a number of important concessions to the compatibilist. It should be conceded, in particular, that certain sorts of alternative possibilities are neither truly available to real, worldly agents nor required in order that those agents act freely; and it should be admitted also that it is the compatibilist who tends to give the most plausible sorts of analyses of many of the 'can' and 'could have' statements which seem to need to be assertible of those agents we regard as free. But these concessions do not bring compatibilism itself in their wake. The most promising version of libertarianism, it is argued, is based on the idea that agency itself (and not merely some special instances of it which we might designate with the honorific appellation 'free') is inconsistent with determinism. This version of libertarianism, it is claimed, can avoid the objection that indeterminism is as difficult to square with true agential control as determinism can sometimes seem to be. (shrink)

Global ignorance about Africa continues to sustain inappropriate global interventions to resolve public health crises, often with disastrous consequences. To explain why this continues to happen, I marshal two theorems that predict basic statistical properties, called ‘the doctrinal paradox’ and ‘the discursive dilemma’, which underlie scientific consensus formation and evidence-based decision making on a global scale. These mathematical results illuminate the epistemic and material injustices committed by the protocols of medical research conducted at the highest level of global knowledge production (...) in the service of international humanitarian aid for Africans. These social choice theorems reveal that a global scientific consensus projecting claims and proposing policies about Africa’s disease burden is likely to yield a low degree of reliability, in that the probability of its accuracy is less than chance. The solution to this anomaly is to remove from the global scientific agenda the statistically unrealisable demand of satisfying too many multinational corporate and foreign governments’ priorities as equally entitled to benefit from the knowledge produced to improve Africa’s public health sector. Instead, foreign funding targeted to support medical science and policy in Africa should be directed by those specialists in situ who are most familiar with their own national health challenges and potential solutions, rather than relying upon foreign decision makers to interpret Africa’s emergency public health care needs. Contemporary official parenting advice about disciplining children can be boiled down to ‘Be nice’. I first expand on this claim, drawing on primarily Birth to Five and secondarily Parentchannel.tv, showing that ‘Be nice’ breaks down into the absence of punishment and the expansion of both positive reinforcement and leading by example, these three components comprising an approach that is popularly described as positive parenting. Second, I examine the ways in which such apparently innocuous advice could be damaging: positive parenting is (...) arduous if not impossible, thereby setting parents up to fail, and partly because of this onerousness, it is arguably destructive of the spontaneity of the parent–child relationship. However, the difficulties of upholding a whole-heartedly spontaneous approach to parenting have led critics to endorse a model of the good parent as the reflective parent, and in conclusion I warn that this is just as coercive as the positive parenting model that it is designed to replace. This commentary builds on ongoing dialogs examining the impact agenda. Its purpose is to (a) demonstrate how pracademia can enhance the impact agenda of Business Schools and (b) apply principles from socio-technical theory, to show how achieving this requires widespread culture change in Business Schools, which must be considered within the wider socio-technical system in which pracademia and impact are embedded. We consider inherent problems, and ways forward.

Irigaray turns to Merleau-Ponty's intuitions about the perception of color to develop her own insights into the creative emergence of sexuate identity. As a quality of the flesh, color cannot be reduced to formal codes. The privileging of word and text inherent to Western culture suppresses the coming into being of the embodied subject in his or her own situated context. Color, tied as it is to a corporeal creativity could provide an important link since it facilitates reflection, and a (...) re-enfleshing through color of a differentiated sexuate identity tied to the imagination as well as to genetic identity. Predictions about the health risks of low level radiation combine two sorts of measures. One estimates the amount and kinds of radiation released into the environment, and the other estimates the adverse health effects. A new field called health physics integrates and applies nuclear physics to cytology to supply both these estimates. It does so by first determining the kinds of effects different types of radiation produce in biological organisms, and second, by monitoring the extent of these effects produced by (...) given levels of exposure. This essay examines the interplay between evidential constraints and external, contextual interests and values in studying the biological hazards of radiation. By analyzing the debate over linear vs. quadratic dose response models, the essay focuses on problems of developing quantitative, rather than qualitative, estimates of the risks of increased cancer incidence in an exposed population. I explore the possibility that the feminine, like art, can be thought in terms of Jean-Luc Nancy’s concept of the singular plural. In Les Muses, Nancy claims that art provides for the rethinking of a technë not ruled by instrumentality. Specifically, in rethinking aesthetics in terms of the debates laid out by Kant, Hegel and Heidegger, he resituates the ontological in terms of the specificity of the techniques of each particular artwork; each artwork establishes relations particular to its world or (...) worlds. What is at stake in the singular plural is the multiplicity of relations that are lost in the unifying gestures that arise out of radical oppositions. I rethink the singular plural through a phenomenological encounter with Barb Hunt’s artwork, Antipersonnel, a collection of hand-knitted replicas of antipersonnel landmines. (shrink)

People can be moved and touched by exceptional closeness between people or by outstanding willpower. We investigated the causal effect of these feelings on motivations. We based our research on the previously identified phenomenon that feelings of being moved are stronger in unfavourable circumstances (e.g. psychological closeness after conflict, high achievement against all odds). In two studies in the US (N1 = 136) and in Germany (N2 = 161), we independently varied context (love vs. willpower) and circumstances (favourable vs. unfavourable) (...) in short stories and assessed feelings of being moved as well as the motivation to show love and the motivation to show willpower after each story. In both contexts and consistent across the two studies, unfavourable circumstances elicited stronger motivations to show love as well as stronger motivations to show willpower. Multilevel mediation modelling revealed that these effects were mediated by feelings of being moved. This indicates that feelings of being moved enhance pro-social as well as achievement-related motivations. (shrink)

In an earlier article, it was found that the terms of preference utilitarianism are insufficiently sound for guiding nursing activity in general, including in relation to nursing involvement in euthanasia. In this article, I shall examine the terms of a more traditional philosophical approach in order to determine the moral legitimacy, or otherwise, of nursing engagement in measures intended to end the lives of patients. In attempting this task, nursing practice is considered in light of what I shall call a (...) ‘nursing‐as‐healing‐praxis’ approach which includes an account of the moral purpose of nursing and the virtues necessary for realizing that purpose. Ultimately, it is concluded that the terms of this approach rule out the involvement of nurses in euthanasia such that if euthanasia can be justified at all, those outside the nursing profession must provide for its administration. As a relative concept, privacy is difficult to define in universal terms. In the New Zealand setting recent legislation aims to protect patients’ privacy but anecdotal evidence suggests that these policies are not well understood by some providers and recipients of health care. This qualitative study set out to identify some of the issues by exploring former patients’ perceptions of privacy in shared hospital rooms. The findings suggest a conditional acceptance of a loss of privacy in an environment dictated by (...) architectural structure and by fiscal and time constraints. Participants indicated an awareness that personal information could be overheard and that their preference for a choice of setting for serious discussions was desirable. Some enjoyed the support offered in shared rooms, while, for others, overhearing another person’s health issues caused unnecessary distress. The participants suggested that knowing they could be overheard constrained information disclosure. This withholding of information has implications for health professionals’ ability to diagnose and treat patients appropriately. (shrink)

Paediatric research in low-income countries is essential to tackle high childhood mortality. As with all research, consent is an essential part of ethical practice for paediatric studies. Ethics guidelines recommend that parents or another proxy provide legal consent for children to participate, but that children should be involved in the decision through providing assent. However, there remain uncertainties about how to judge when children are ready to give assent and about appropriate assent processes. Malawi does not yet have detailed guidelines (...) on assent. Understanding perspectives among children and their parents can assist in developing contextually-appropriate assent guidance. Qualitative research was conducted with children and parents in three settings in Southern Malawi, to take account of any variations between socioeconomic and cultural contexts. In each setting, interviews were conducted with parents and their children who had participated in paediatric research to understand their experiences of assent and views on appropriate assent practice. Focus groups were also conducted with children and parents, to understand broader social perspectives. We found widespread support for involving children in decisions on research participation. Participants identified a range of factors that affect children’s capacity to give assent, including intellectual capacity, emotional development, life experience and cultural norms. Age was often mentioned as a consideration, but deemed an unreliable sole indicator of capacity to assent. In relation to appropriate assent processes, participants emphasised considerations such as supporting effective understanding and minimizing harms. Views on how to achieve these aims varied; for example, there were different ideas about the appropriate order in which to approach children and parents, and about whose decision to respect in the event of disagreement. Parents and children agreed about the value of involving children in decisions on research, and about the need to promote children’s decision-making capacity while respecting parents’ interests in children’s welfare. Developing practical guidance that meets these principles is challenging, particularly given the need for flexible approaches that suit different study types, children’s capacities and family environments. Further discussion within the Malawi research and ethics community will help develop contextually-appropriate guidelines. (shrink)

Many strands are woven into the ideas and work of Jeffrey Gray. From a background of classical languages and a spell in military intelligence spent honing skills in languages and typing, he took two BA degrees (in modern languages and psychology) at Oxford University. He then trained as a clinical psychologist at the Institute of Psychiatry (IOP), London, capping this with a PhD on the sources of emotional behaviour.

In this article, Hannah Arendt's concept of action will be used to problematize current transformations of the health care sector and examine some responses by ethicists in light of those transformations. The sphere of human interaction that should typify health care work is identified as an action of unpredictable praxis in contrast to controllable procedures and techniques which increasingly take place in the health care sector.

Metacognition, the ability to monitor and evaluate our own cognitive processes, confers advantages to individuals and their own judgment. A more recent hypothesis, however, states that explicit metacognition may also enhance the collective judgment of groups, and may enhance human collaboration and coordination. Here, we investigate this social function hypothesis of metacognition with arguably one of the oldest collaboration problems humans face, common-pool resource use. Using an agent-based model that simulates repeated group interactions and the forming of collective judgments about (...) resource extraction, we show that (1) in “kind” environments (where confidence and judgment accuracy correlate positively), explicit metacognition may allow groups to reach more accurate judgments compared to groups exchanging object-level information only; while (2) in “wicked” environments (where confidence and judgment accuracy correlate negatively), explicit metacognition may protect groups from the large judgment errors yielded by groups using metacognitive information for individual-level learning only (implicit metacognition). With explicit metacognition, this research highlights a novel mechanism which, among others, provides a testable explanation of the often-observed finding that groups all over the world communicate to enhance common property use. This paper argues that the position on free will which is defended in ‘Freedom: An Impossible Reality’ is not, as Tallis claims, a compatibilist view, but actually a version of libertarianism. While endorsing many aspects of that libertarian view itself, the paper raises questions about how one of the central arguments for Tallis’s view is supposed to work, and queries whether it really follows from the fact that we need to stand apart from nature in a certain sense, in order (...) to develop the kind of abstract knowledge that is constituted by the body of scientific law, that our own actions are not mere manifestations of what Tallis calls the ‘habits of nature’. It is also suggested that while a strong case can be made for many varieties of human exceptionalism, Tallis’s view of animal behaviour may be too simple and that there are examples of animal agency which cannot be explained merely by the associative learning which appears to be the highest grade of animal cognition that Tallis countenances.
